Overview

The short version

Utilities in Rayong follow the standard mainland-Thailand model, with one province-specific wrinkle. Electricity comes from the Provincial Electricity Authority (PEA) across the whole province. Water mostly comes from the Provincial Waterworks Authority (PWA) -- except at Amata City Industrial Estate, one of the EEC\u0027s largest manufacturing zones, where TTW Public Company Limited, a private concessionaire, supplies water instead. Internet runs on standard national fibre providers. Most condos and serviced apartments arrive with utilities already connected; landed houses and villas usually need a new account opened in your name. Electricity -- PEA

The Provincial Electricity Authority (PEA) supplies electricity across Rayong, as it does in every Thai province except Bangkok, Samut Prakan and Nonthaburi. Opening a new account typically requires a copy of your passport, your lease agreement or house registration document, and a refundable security deposit sized to your expected usage. Bills are issued monthly and can be paid online via the PEA Smart Plus app, by bank transfer, at a 7-Eleven, or in person at a PEA branch.

Water -- PWA, with a TTW exception

The Provincial Waterworks Authority (PWA) covers most of Rayong. The genuine exception is Amata City Industrial Estate, supplied instead by TTW Public Company Limited, a private water concessionaire serving the Eastern Seaboard\u0027s industrial belt. If you are relocating for a role in or near Amata City, or renting corporate housing built to serve that workforce, confirm with your employer\u0027s relocation team or landlord which provider actually bills your address before you assume it is PWA.

Internet & mobile

AIS Fibre, True Online and 3BB all offer home fibre packages across Rayong City Centre and Ban Chang, generally installed within a few days to a week of signing up. Setting up as a renter vs an owner

Most condos and serviced apartments -- especially the newer developments built around Ban Chang for EEC relocators -- arrive with electricity and water already connected, either billed to you directly or left in the landlord\u0027s name with a monthly reimbursement arrangement. For a landed house or villa, expect to open new PEA and PWA (or TTW) accounts yourself, which means a copy of your passport, the lease or ownership document, and a refundable deposit. Ask your agent or landlord to confirm the exact process, since requirements can vary slightly by branch.
